Nintendo has the rights to all the Zelda franchise. The only time a Zelda game was developed and released for another platform was as a compromise between Philips and Nintendo, when they were not able to develop a CD based peripheral. The games were a flop and a dark smudge on the Zelda franchise. I think Nintendo learned from their mistake and never let that happen again. So, the answer to your question is two fold, legally no, you can not have any Zelda game on the PC, and two you should be able to buy Twilight Princess fairly cheap for the Gamecube. Technically, no. Zelda franchise is a nintendo owned product. Twilight Princess is avaible on Nintendo Wii and Nintendo Gamecube. If you're parents aren't willing to buy you a Wii, ask maybe for a Gamecube. Can be found used for about $50. There is also Wind Walker avaible for the Gamecube, and will only run you about $15, while Twilight Princess costs about $50
However, there are illegal versions of the older Zelda games that are playable on the computer, called Roms. But I think you're just interested in the Twilight Princess
